As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.
The Hadīth in reference is found in a number of Hadīth books. The Hadīth is as follows:
عن جابر رضي الله عنه قال رسول الله صلى الله عليه وسلم: ركعتان بالسواك أفضل من سبعين ركعة بغير سواك
“Rasulullāh Sallallāhu ‘Alayhi Wa Sallam said: Two rak’āt with Miswāk is better than seventy rak’āt without Miswāk.” 
عن ابن عباس رضي الله عنهما أن رسول الله صلى الله عليه وسلم قال: لأن أصلي ركعتين بسواك أحب إليّ من أن أصلي سبعين ركعة بغير سواك
“Rasulullāh Sallallāhu ‘Alayhi Wa Sallam said: ‘It is more beloved to me that I perform two rak’āt with Miswāk than performing seventy rak’āt without it.” [1] 
This means that two such rak’aat of Salaah prior to which a person uses the Miswaak (during wudhu), are more virtuous and rewarding than seventy such rak’aat prior to which the Miswaak has not been utilized in wudhu.
The Hadīth is suitable for use in establishing the virtue of using the Miswaak.

What is the right method of using miswak?

Miswak should be applied on teeth in width and on tongue in length. First should be applied on upper and then on lower teeth. It should be started from right side and ended on left side. It should be applied on frontal and back and edge of the teeth. This should be done at least thrice taking fresh water:
What is the ruling of miswak in wudu? Is it fard, Sunnah or mustahab?

It is Sunnah to do miswak when performing wudu.[1]
Can one clean his teeth by rubbing with finger instead of miswak during the fast?

Yes, one can do it.
Is it disliked to use a tooth stick (miswak) without wetting it?
Answer:

The Messenger of Allah (Allah bless him and give him peace) said,
Had I not feared hardship for my Community, I would have ordered them to brush their teeth (siwak) for every prayer.
[Bukhari and Muslim]

He also said (peace and blessings be upon him) that,
Brushing ones teeth cleans the mouth and pleases the Lord.
[Bukhari]

And he said (peace and blessings be upon him),
Cleanliness is half of faith.
[Muslim]

Walaikum assalam wa rahmatullah,
It is recommended that the toothstick (siwak) be firm, but moist, and that it not be dry, in order not to harm the gums.
1. In Badai` al-Sanai` it states that, It is permitted to use a wet or dry toothstick (siwak). [1.19]
2. In the Fatawa Hindiyya it states among the recommendations regarding the toothstick (siwak) that it be moistened. [1.7]
3. In Radd al-Muhtar of Ibn Abidin, it quotes al-Siraj stating that it is recommended that the toothstick (siwak) not be dry in order not to harm the gums. [1.115]
And Allah alone gives success.
After using a tooth stick is it a sunnah to cut the end off that has been used, or is it a sunnah to use the same end without removing the end after each use?

Assalamu Alaikum,

One of the etiquettes of the Miswaak is that it should not be too hard nor too soft as mentioned in Shami and in other books. You should therefore continue using it till it becomes too soft, then cut that part off and use the next part. When does it become too soft? That would be left to the users discretion. If you were to cut it off after each use, then that would put undue hardship on people and you would have to get a new Miswaak every couple of days.

Can a toothbrush suffice for doing miswak?

Wa alaykum salam wa rahmatuLlahi wa barakatuHu,
Anything that eliminates unpleasant odor from the mouth, and removes plaque and tarter from the teeth, will suffice. (Sharh al-Muhadhdhab v. 1, p. 281-82) Therefore, a modern toothbrush does suffice.
Regarding what is the most virtuous to use, the miswak which comes from the arak tree has a special status because the Prophet Muhammad used it. One will be rewarded for using it, as it is following the sunnah. (Asna al-Matalib v . 1, p. 37)

The proper method of using the miswāk is that a person should start with the upper right teeth, then the upper left teeth, then the lower right teeth, followed by the lower left teeth. The front and back of the teeth should be brushed. Likewise, a person should also brush on the tongue. The method of using the miswāk on the teeth is to do so horizontally, and on the tongue one should brush vertically.
Q: What is the Sunnah method of holding a miswaak to use it?break
A: The method of holding the miswaak is that one will place the thumb and small finger under the miswaak, and the remainder fingers on the upper-side of the miswaak.

A Neglected Sunna: Brushing One’s Teeth and Using the Siwak (Tooth stick)

Answer:
In the Name of Allah, Most Gracious, Most Merciful
In the name of Allah, the inspirer of truth.
The sunna of siwak is to brush one’s teeth, as the fuqaha mention. The optimal way for this is to use a tooth stick (siwak), as this was the particular practice of the Beloved of Allah (Allah bless him & give him peace).
Brushing one’s teeth is a confirmed sunna within ritual ablutions (wudu). As such, it is blameworthy to leave it without excuse. If one does not have anything else, one can fulfill the sunna by using one’s fingers, as has been transmitted.
It is a general recommended sunna of our deen, as Abu Hanifa said. Besides the ritual ablutions, where it is a confirmed sunna, it is particularly recommended before the prayer, before reciting the Qur’an, before dhikr, upon waking, before sleep, before entering the house, when one’s breath changes or teeth yellow, before meeting others, and before studying sacred knowledge, as the fuqaha mention.
Ibn Abidin says in his Radd al-Muhtar, also known as Hashiyat Ibn Abidin:
‘Virtue and time of Siwak:
Siwak (tooth stick) is a confirmed sunna (sunna mu’akkada) during the rinsing of the mouth, as in Jawhara, and some say before rinsing the mouth. It is [a confirmed sunna] is for the ritual ablutions (wudu) in the Hanafi school, as confirmed in the hadith reported by Ahmad [in his Musnad] that the Prophet (Allah bless him and give him peace) said, “Prayer with brushing (siwak) is seventy times more virtuous than prayer without.” However, if one forgets it (during ablutions) then it is mustahab to use it for salah, as it is mustahab to use it for removing yellow teeth and odour and reciting the Qur’an etc. [f: Ibn Abidin later confirmed that it is generally recommended before prayer, even though the confirmed sunna and promised reward is attained by all prayers performed with ritual ablutions in which one brushed one’s teeth. This is a point most Hanafis are negligent of.]
Amount of Brushing:
The minimum optimal brushing the upper and lower teeth is three times with three handfuls of water, (wetting the tooth stick each time). It is mentioned in Mi`raj that there is no fixed limit to brushing; rather, one should brush until one feels that the odour and yellowness of the teeth have been removed. If it is achieved in less than three time, however, it is recommended to complete three times, like in as when cleaning one’s private parts (istinja’).
Holding the Tooth stick:
It is recommended to hold it in your right hand.
Nature of the Tooth stick:
And (it is recommended that) the tooth stick be soft; straight with few knots; and a hand-span in length [f: about 25 cm].
Method of using the Tooth stick:
It is mentioned in Nahr and Bahr that the sunna method of holding the tooth stick is to put the little finger at the bottom end and the thumb under its head, with the remaining fingers on the top side, as transmitted from by Ibn Mas’ud (Allah be pleased with him). One should use the siwak sideways and not vertically. It is mentioned in Hilya that one should use the siwak horizontally for the teeth and vertically for the tongue.
Benefits of using the tooth stick:
The benefits of the tooth stick are numerous and many books have been written on its virtues. …. In the absence of a tooth stick or teeth, a coarse cloth or the finger can be sufficed with.
Types of Twigs:
It is mentioned in Nahr that one can use all types of twigs except from the pomegranate and bamboo. The most preferable is the salvadora (arak) and olive. It is mentioned by Tabrani that [the Messenger of Allah (PBUH) said, ] “How good it is the tooth stick from the blessed olive tree. It is my tooth stick and the tooth stick of the prophets before me.” (Allama Ibn Abidin, Radd al-Muhtar, 1: 114-115)

Will the Sunnah of Miswaak be performed by using a brush instead of a Miswaak?

Wa’alaykum as Salam wa rahmatullahi wa barakatuhu,
Just as the Sunnah status of cleaning the teeth is proven from the Prophet (sallallahu alayhi wasallam), so too is the Sunnah method, and the Sunnah means of Miswaak. Shaykh Mufti Taqi Uthmani (may Allah preserve him) explains that these are two separate issues; the Sunnah of cleaning the teeth, and the Sunnah method and means to clean the teeth.
The Prophet (sallaahu alayhi wasallam) has praised the tree of Arak (also known as Salvadora persica, Galenia asiatica, Peelu, Pīlu, Salvadora indica, mustard tree, or mustard bush), and also stated the virtue of the olive tree miswak.
Imam Tabrani (may Allah have mercy on him) has quoted in his al-Mujam al-Kabeer, (22 / 368) that Abu Khairah (may Allah be pleased with him) said:
قال الإمام الطبراني حدثنا إبراهيم بن نائلة الأصبهاني، قال: ثنا شباب العصفري، ثنا عون بن كهمس، ثنا داود بن المساور، عن مقاتل بن همام، عن أبي خيرة الصباحي، قال: كنت في الوفد الذين أتوا رسول الله صلى الله عليه وسلم من عبد القيس فزودنا الأراك نستاك به (أخرجه الطبراني في المعجم الكبير (22/ 368)
“I was with the delegation that came to the prophet (sallallahu alayhi wa sallam) from Abd al-Qays. Nabi (sallallahu alayhi wa sallam) gave us Arak to clean our teeth with.”
In another narration the olive stick has been mentioned:
قال الإمام الطبراني وعن إبراهيم بن أبي عبلة عن عبد الرحمن بن غنم الأشعري عن معاذ بن جبل قال سمعت رسول الله يقول : نعم السواك الزيتون (أخرجه الطبراني في المعجم الأوسط (1/ 210)
“How excellent is the miswaak of the olive tree.” (Al-Mujam al-Awsat, 1 / 210)
Allamah Ibn Aabideen Shami writes:
وأفضله الأراك ثم الزيتون) حاشية ابن عابدين (رد المحتار) (1/ 115(
“The most virtuous is the Arak then the olive tree.”
From the aforementioned we learn that the actual Sunnah is to perform miswaak with the twig of a tree. If a toothbrush is used despite the availability of a Miswaak, the reward of a Sunnah will be missed. At the most, a person will get the reward for cleansing the teeth.
